At the end of the XVIII century, the hispanic Borbonic monarchy decided to create, because of strategical objectives, some authorities and towns in the south of present-day argentine province of Entre Ríos. But at that place there were some outstanding persons, and upon them was constructed the new political structure. In this paper we will examine the way in which power was exercised by this elite, and its economic and social basis. We will try to reconstruct the vested interests around resources management, and the role of the opposition against some large landowners of no local residence patterns, a matter that had been highlighted but not necessarily explained by the traditional bibliography. The study is centered in the town of Gualeguay, and the period limits are 1782-1810.
