The purpose of this paper is to reflect upon the internal dynamics of Peronism and the role played by local leaderships, from the perspective of their evolution in Bahía Blanca and, overall, in Buenos Aires province from 1949 to 1955. We believe that the study of the functioning of local leaderships and their relationship with the national and provincial party authorities of the movement will provide an insight into the practices, norms and values instituted as valid, that is, into their political culture. We consider that even though the Peronist Party has a strongly centralized structure, each local area functions with a certain autonomy responding to its own rules regarding power management and distribution, regulated by the local agents and with various degrees of independence from its bonds with superior authorities. Attempts were made to neutralize this particular feature - not exclusive of Buenos Aires province - by Perón himself, from the discourse perspective, and also by the party organisms, through different measures and provisions. In this paper we will refer to such provisions in order to determine the ideal characteristics which Peronism searched for its leaders, trying to differentiate them from the "caudillos" of the pre-existing political traditions.
