The status change caused by the recognition of the national territories as provinces, which had the right to choose their own government and send their representatives to the national legislative power, started a complex process during which a new governmental sphere was incorporated to heterogeneous spaces. The authorities appointed by the National State for those spaces were restricted to administrative roles which did not meet the peculiarities. Therefore, according to those peculiarities, trying to find out how the shaping of the provinces into social administrative and economic spaces was carried out may shed light on both the specificity and the incidence of influences of a more general nature. In this paper we analyze the case of the provincialization of Río Negro and the specific circumstances present in the dialogue between the Municipality of San Carlos de Bariloche and the incipient governmental space existing as from 1958 until 1970.
