Regional issues were seldom included in Argentine government plans, and in few examples of global projects appears the word "region" -assumed as an evident reality- without a reference denoting a prior social identity or an assessment that makes it politically and technically possible. However, by the mid 20th century, in the national public debate, the measures undertaken in order to determine the functionality of a unique geographic unit outside the limits established of the pre-existing provinces, becomes relevant. By means of systematization and improvement, within the framework of the provisions set forth by developmentalism, modernization theories, regional planning, and some diagnoses originated in previous decades, the national State searches for the creation of a development hub in the North of Patagonia. In this context, the Comahue Region, a complex area involving recently provincialized spaces and suffering permanent transformations in its limits, is developed. This article attempts to describe this process taking into account the reactions and positions of the governments of the provinces of Neuquén and Río Negro.
