The purpose of this work is centered on the problems of advance of the urban stain and the social space construction at the stream basin the Silver's Cardalito of Mar del Plata city. A systemic and holistic analysis permitting an approximation to the reality and the identification of problematical urban attendees was performed. Both field and department research was performed. In the light of risk management, recommendations are set forth to reduce global vulnerability from provisional remedy and mitigation actions; thus, allowing to minimize structural and non structural damage.
