The territory that is constantly modified by networks is directed by the multiplication of flows between nodes ruling the economy and society at a local-global scale. The changes are not conjectural but structural and arise from the Fordist accumulation regime towards a new logic of contemporary capitalism identified as Posfordism. The aim of this article is to explain the building process of the Tandil Cheese Cluster (CQT). The analysis is focused on the multi-scalar articulation process of actors and their role in the local-regional territorial construction. The case study was based on the "... methodological challenges for empirical research" proposed by Fernandez and Vigil (2007: 885). Therefore, the CQT is composed by 28 companies that process 35.6 million liters annually; 85% of this total amount goes to the production of 3,300 tons of cheese/year. These companies offered 189 direct jobs and billed between 100 and 115 million pesos in 2012. Empirical evidence shows that the State plays a key role for creating/stimulating actions towards territorial development. Productive and institutional networks are expressed in a multi-scalar way; they are hierarchical and asymmetric with different representativeness according to different times and contexts. Based on these facts, doubts encourage us to go further: are we witnessing a homogeneous and autonomous production cluster that grants growth and cooperation? The answer may help us answer our first question: Is cheese cluster a tool for territorial development or a tool for production positioning?
