This work aims to study the growth of informal settlements in the city of Tandil because of the implementation of a model of city, which has driven out a large part of the population from the formal housing market. It is proposed to investigate the contradictions between the value of use and the exchange value of urban space, especially in those places considered appropriate by both popular sectors and real estate capitals. In addition, through the comparison of experiences in two neighborhoods of the city, the actions taken by the neighbors to regularize situation regarding ownership will be analyzed. Interviews to key informants and secondary source information will be used. The analysis of the data shows that the possibilities of regularizing the informal situation of the different neighborhoods is influenced by the real estate valorization of this space. In the case of Tandil, the settlements built on the hill landscapes, which are coveted for construction of real estate ventures, present greater difficulties to legalize ownership than low valued places.
