Resumen

This article aims to investigate the relationships between the technical phenomenon and the internationalization of regulations, as well as their impacts on the production of the territory. Firstly, a theoretical approach to the concept of technical phenomenon is made in the current global situation. Next, we focus on the implications of the internationalization of regulations in the production of the territory as an exercise of "verticality" according to Santos (2000). It is sought to demonstrate how biotechnology and Intellectual Property Rights (IPR) in Argentina, applied to industrial agriculture, express the interrelation between technical phenomenon and regulations, with particular emphasis on its impact on the production of the territory. Methodologically, the article is based on a bibliographic compilation and analysis of direct and indirect sources. National and international regulations related to IPR are analyzed and National Plans and Programs for the promotion of biotechnology in Argentina are systematized. Finally, the current data on authorization of transgenic events at national level (1996-2019) are analyzed. The results obtained contribute to the analysis of the use of the territory, which benefits transnational, concentrated and foreign origin actors.
