The aim of this article is to describe the role of national government concerning budget matters, within a democratic system. We analyze the norms and practices granting excessive power to the State and the consequences thereof. Having completed the diagnosis of the present situation, we conclude that these practices seriously affect the relation among the state powers, thus deteriorating gravely republican order. Finally, we propose a series of actions aimed at reverting this.
