The process of business internationalization demands permanent industrial restructuring and reorganization into flexible, decentralized and efficient production structures. SMEs may probably play an important role in export. Innovative capacity and technology incorporation are key competitive tools for SMEs to develop and improve products and processes, carry out organizational changes, find new forms of market engagement and implement quality management systems. This paper analyzes the innovative capacity of the industrial SMEs related to foreign trade in Bahia Blanca city using data from a survey conducted in 28 industrial establishments as well as information obtained from interviews with various entities involved in the sector. The main result is that innovative capacity is not the same in non-exporting and exporting firms.
