Paper bases in a research experience about material and symbolic conditions which disturbs implementation of a nutritional social programme in Bahia Blanca (2005-2006). The programme aim was direct supplies of food and different cooking tools to people who had used to eat in communitarian centres. These centres went on as a space of participation but not as a food provider. To understand food representations and consume strategies of people who received the new programme, we work through "family strategies" concept in order to find every day life aspects, involving relations and meanings that social agents give to food, the role of the State, economic problems, education and family. "Family strategies" concept lets related behaviors, representations and life courses with family capacity of dealing with different food problems. Some variables were proposed from qualitative analysis to conform an index which studies nutritional and food security levels in risk houses. Finally, this concept is connected with "poverty traps" theory, in the way that makes possible to observe how inmmediate success in solving a punctual problem, means new difficulties which keep hidden and are perceived alter a longer period of time.
